I'm a Round 3 rater, and basically what Crusoe said is correct. Just rate a bunch of round 1s and 2s as honestly as you can, and those with a fairly decent percentage of matching with other raters and the publishing pros will become Round 3 raters.
As to Crusoe, he's been around the block a few times and a witty writer who has had two projects go on to R3, but he needs to rate more. :P

I'm not a round three rater, but my understanding is that you are selected for your participation (rating a lot of entries consistently) and your insight (rating things high that are rated high by other and publishing pros and rating low in the same pattern)
I'm sure the actual formula is a bit more complicated, but rating proflifically is your best bet.
