http://www.webook.com/911writersblock might help. It gives you a selection of settings, characters and so on to get you started. The various writing competitions on this site and others can also help to get you writing. E.g. the monthly challenge on the webook blog, Or the Writer's Guild Hall of Fame competition, though that looks like it might be on hiatus for now. Or there's http://www.webook.com/project/poetition. Or you can just look for inspiration in the things around you, e.g, if you see a book in the library or bookshop and you like the title but you haven;t read the book and know nothing about it except for the title, try writing a story with that as its working title. Afterwards you can compare your story with the other one of the same name - it's a safe bet that they'll be totally different, so you don't need to worry about duplication. I hope that helps.
