Even if Sam could find her lost boyfriend on her own, a novel needs more than one character.
The first question that needs answering is, if everyone else is convinced that he is dead.what makes her so sure he is alive? Just a hunch? A stubborn refusal to face the facts? And if there is no actual reason for suspecting that he is alive, why should readers of the story invest emotional energy in the search for him?
Your friend needs something to assure both the main character and the readers of her story that the boyfriend is not just fish food. Maybe Sam has received a coded message which purports to come from him. Maybe she has seen him in a dream, and at first was worried because she thought she was seeing a ghost, but the 'ghost' assures her that he is alive and somehow communicating telepathically from a deserted island, or from a kidnapper's lair, or whatever.
Next, even though Sam is convinced that her boyfriend is still alive, there has to be some reason why she has difficulty convincing others. Maybe her story is just too far fetched. That would be the case, for instance, in the "vision in a dream" scenario. In that case, what does she do about it? Forge a letter from her boyfriend?
Ultimately, Sam has to draw more people into the story. If she can't persuade anyone to help, maybe her presumed-dead boyfriend could continue to be a character in the story. She might continue to see him in her dreams, or continue to receive coded letters which seem to be from him. Then the question becomes is he really still alive, or is someone trying to fool her, or is she descending into madness and trying to fool herself?
Alternatively, perhaps Sam decides to blow her life savings hiring a private detective. The detective doesn't believe Sam's boyfriend is alive, but he'll continue to investigate for as long as he continues to receive funds. Then he finds evidence, just as Sam's funds run out....
