Well, the hope is to follow the chapters. I've got beginnings of The Fool and The Magician.
It's actually a very logical progression (as far as chronological story telling goes), because the Major Arcana of the Tarot are meant to mirror the human life cycle. We shall see!

Wow- I like your idea. Have you actually completed a story by first writing out all of the chapter titles? I think it's a smart approach for organizing your story, but I think it would be difficult to keep every chapter within the title ideals. Sometimes, when someone gets to a certain chapter, a different idea roles along and changes the theme...good luck!
